New puppies have natural skin protection. Until puppies are at least six weeks of age use plain water on a clean cloth. By 6 weeks it's appropriate to bathe if necessary. Use lukewarm water. Introduce your puppy to water gradually. A few inches in a small tub is preferable to immersing puppies in water. A towel in the bottom of the sink, to give your puppy traction, will make him more comfortable. Gradually wet the entire coat and use a small amount of shampoo from head to tail. Work into a lather. Talk calmly to your puppy and assure him that he's alright. Rinse well. Dry immediately with a fluffy towel. Keep him warm.
