I think the first thing you need to decide on is a theme....you know what I mean what direction do you want to go in? Cowboy, etc.... something funny like a circus theme......change pony to elephant.....drap with gray material have the big ears (in fabric) you could dress up as a monkey riding on top......just be creative have fun! ~Dee

If your pony was a paint or an appaloosa, you could do the indian theme,my daughter won a costume class dressed as Pocahontas,She used a real hide for a blanket and made a "war bridle" out of rope, complete with feathers and painted designs on the pony as well
Party and costume supply stores are great places to find ideas and items big enough for disguising a horse. What color is the horse and how big? You could try some sort of beach theme with those huge plastic sunglasses they sell and a great big sun hat. If the horse is chestnut or palomino you could make a fake hump and turn the horse into a camel and dress yourself like something out of the Arabian Knights. If the horse is white you can spray temporary hair color in spots (away from his/her face of course) and put some fake cow horns on it and a fake udder and dress yourself as a milkmaid. A black or red horse can be made into a dragon with some fake plush horns and spikes down the back and fake hanging beard and whiskers and wings, fake point on the end of its tail (it's hard to hide straps and stuff on a light-colored horse). You could dress up as Juan Valdez, hang some big baskets over the horse's back, fill them with some sort of cheap filler, brown fabric over top of the filler, glue and a layer of coffee beans in the baskets and walk carrying a cup of coffee, big ears on the horse to look like Juan's burro in the commercials. You could dress as Raggedy Ann carrying a huge swirly lollipop or a normal-sized Raggedy Ann doll and put striped socks on the horse, red yarn or colored temporary hair dye over his mane and tail, frilly ruffled saddle blanket with polka dots on it and matching dots on the horse himself so he looks like a toy horse that Raggedy Ann might have. Put big puffs everywhere you'd see them on a top dollar toy poodle in the best-in-show ring and dress yourself in a glitzy evening gown. Put a big rhinestone collar around the horse's neck with a leash. He'll be the biggest toy poodle ever seen. Put a big striped blanket across his back, a sombrero on his head and you wear the same but carry a musical instrument like a mandolin or guitar and a fake oversized bottle of tequila. Whatever you do, please post pics!!!!!
