This is why breeder research is so important. You've been scammed. There isn't much to be done. Since I don't live in the states I don't know what organisations research bad breeders or puppy mills but maybe someone else here knows. Hope your pup makes it ok.
If you think dogs can't count, try putting three dog biscuits in your pocket and then giving Fido only two of them.
You can pursue legal action against the breeder. You can also contact local agencies, such as the Humane Society.
If they are registered with the USDA, you can contact them as well. You can also contact their local news station and let them know your story. More and more news stations are doing puppy mill stories and this issue is getting national attention.
It is unfortunate, and I am sorry that you had to put the puppy down.
Research is so important when purchasing a puppy. Not only are you looking to avoid a Scammer selling a non-existent puppy, you also need to be on the look-out for bad breeders and puppy mills.
Did you have any sort of contract? Any guarantee at all? I would take them to small claims court.
