I have a 1 1/2 year old Miniature Schnauzer (7#) and she has developed this strange sound in her voice. Last night after mild exercise she was panting and coughing. I know it is not kennel cough, since we went through that when she was 3 months old. She wears a harness now, and has for about the last year, although I do admit, through ignorance, we had her in a collar when she was in her "pulling stage" when walking. I have read about bronchodilators helping. I do take time to massage her throat gently when this happens and she does calm down.
Your vet would be the one to consult. This sounds very similar to 'swallowing the palate' which is a non harmful event that can be reversed by massaging the throat or by covering the dogs nostrils for a short spurt.
If it is indeed a collapsed trachea, this is a condition that needs treated by your vet.
