We had issues with our neighbor's dog. When they left for work one morning, they didn't "have time" to put her in the house. So they left her out. I called the police because I was afraid to put our dog outside. When the officer approached the dog, she snapped at him. The officer also sprayed the dog with pepper spray. I can't say that I blame him. He HAD contacted the owners, but what was he supposed to do? They have to think and make snap decisions. If he had done the same to my dog, I would not be upset. It would have been my fault. Like Rebel said, he is lucky that is all that happened. Someone else may have done worse.
